Upgrade iD to v2.31

A few days ago, iD v2.31 got released. It contains quite a variety of bugfixes, but the following two are specifically relevant for the integration into the tasking manager:

• walkthrough not possible to complete when using the integrated iD of the tasking manager: Stuck in Walkthrough's Navigation section point selection openstreetmap/iD#10624
• the mapillary bug that was also reported as Mapillary photo not showing iD#13 should be fixed
