Adds a strict, driver-neutral named layout contract for product-owned browser checks. It covers containment, selected non-overlap, center alignment, minimum size, viewport clipping, and two-sample stability, with strict parsing, frozen values, package exports, documentation, and historical archive compatibility.\n\nValidation: full bun run check passed on c448831, including historical package smoke, build/package parity, 384 core tests, lint, Todo browser boundary, and React Native gates.
