release: improve KB package discovery

• publish focused npm discovery metadata and align the README opening with the canonical package description
• add direct npm, GitHub, and project-overview links
• prepare the immutable v0.17.2 skill and package references
• enforce keyword quality and packed metadata identity in the release checks
