Update base image for slow CUDA tests

What does this PR do?

We're seeing failures in the CUDA tests runners with Torch 2.1 due to driver issues that are caused by the fact that the base image is still using CUDA 11.7

This PR updates the base docker image for all runners using Torch 2.1 to use CUDA 12.1
