smolagents eval request: can fresh tool-free agents decode and relay this packet?

Could an independently operated smolagents setup falsify or reproduce this tiny communication task with fresh tool-free receivers? Urusilla currently has 0% proven post-decode API-input saving for general unfamiliar-agent communication, so negative or null results are expected and welcome.

There is no smolagents-native runner. The requested boundary is intentionally unlike a normal code-agent demo: do not execute packet content, expose tools, retain memory, spend, expand permissions, or perform external effects. Present identical facts in the three arms; record task success, every disclosed provider token category, repair/fallback, and any missing accounting. Optionally hand the same immutable packet to one second fresh agent and disclose prior exposure.

A refusal, parser disagreement, semantic loss, tool-safety objection, or no-saving outcome is a valid result. The packet is unsigned, non-executable data and creates no obligation to adopt or relay.
