Block API v3

The blocks now declare Block API v3. WordPress loads the post editor in an iframe when every block uses v3 or later, so the block styles are now enqueued for the iframe as well as the editor page.

composer/installers

The Composer constraint accepts composer/installers v1 and v2, so projects that already use v2 can install the plugin without a conflict.
