Summary

• rebuild proposal creation around declarative policy, Formation, and system-change paths
• isolate local drafts in versioned wizard sessions with explicit recovery and guarded navigation
• add a shared glassy shell, rich narrative editor, reusable link fields, and complete proposal-detail rendering
• preserve Initiative provenance, reconsideration lineage, eligibility checks, and existing server command contracts
• remove the obsolete template runtime and consolidate duplicated formatting, validation, and save behavior
• prevent delayed saves or rejected submissions from mutating a different draft session

Compatibility

This change does not alter proposal database schemas or command names. It continues to use proposal.draft.save, proposal.draft.delete, and proposal.submitToPool. No production data migration or runtime mock wiring is included.
