Context behind the change
Operator UI is currently broken because we attempt to render
GovernanceBannerthat usesuseWorkerKycStatus->useAuthenticatedUser->AuthenticatedUserContext, which is available only for worker user, not operator.Fixing it by displaying banner only for worker layout
