Summary

• rename the primary CLI from brainctl to wikibrain
• retain brainctl as a deprecated compatibility alias
• migrate owned Claude/Codex/Grok hooks safely, including rolling-upgrade fallback
• update macOS/Linux/Windows installation surfaces and multilingual documentation
• prepare the v0.1.9 release policy, changelog, and package metadata
• verify both command names in wheel, sdist, Windows CI, and Homebrew Formula tests
