Live evaluation exception

The quick-five live evaluation gate was explicitly skipped for this tag: Dry-run 31064122309 executed the precommitted quick-five suite exactly once on the same Runtime behavior across darwin-arm64, linux-x64, and win32-x64. Every live safety result passed, while nondeterministic provider outputs missed correctness or reliability on one or two scenarios. v0.1.10 fixes only immutable-tag publication integration discovered by v0.1.9: the macOS Seatbelt doctor self-test canonicalizes its created temporary root so /var aliases match kernel-visible /private/var paths, and PR CI exercises the packaged Runtime under Sigma Code.app/Contents/Resources from a read-only HFS+ image with TMPDIR=/var/tmp. Sigma PR CI 31077782403 and Sigma Code PR CI 31077783335 passed every required check, including native Apple Silicon Seatbelt, network, forkpty, process-tree, Runtime packaging, and release smoke. No live evaluation was rerun and no result-directed tuning was performed. v0.1.6, v0.1.7, v0.1.8, and v0.1.9 remain immutable failed publication attempts.
The signed override record is included in the evidence ZIP.
