Learn about vigilant mode. 
Add merged uBO/ABP filter list variant

Merges the ABP/uBO sources already documented in README plus the
regional EasyList sets actually pulled by GrapheneOS Vanadium and
secureblue Trivalent's Chromium subresource filter builds, via
@adguard/hostlist-compiler, into a new ubo-filterlist.txt published
alongside the existing DNS-domain blocklist variants.
