Update icebird for IS NULL pushdown

Bump Icebird to 0.8.16

• Enable Parquet predicate pushdown for Hypscope session queries containing IS NULL / IS NOT NULL.
• Reduce the benchmarked session query from ~3.8s to 3.7–6.6ms, scanning 195,927 rows down to 55 matching rows.
