Release v0.5.0

Final release for v0.5.0.

This release adds the ability to have your agent dynamically load and unload plugins. This behavior is allowed/disallowed based upon the dynamic_loading setting in the config or on the command line. Defaults to disallowed.

This functionality allows you to start your projects with no plugins loaded (and therefore a very small token footprint) and have skills or rules dynamically load the plugins the agent needs just-in-time for their use. hyper-mcp caches plugin wasm's once they are downloaded, so the cost to lazy loading a plugin is very small.

After hyper-mcp finishes dynamically loading or unloading a plugin, it lets the agent know that the tool/prompt/resource lists have changed so the agent can query hyper-mcp for the latest.
