The Hypatia rules audit (2026-05-28) flagged PMPL-1.0 and PMPL-1.0-or-later as a gap in cicd_rules/@wrong_licenses — the estate licence policy (2026-05-25) mandates MPL-2.0 and lists MPL-1.0 / PMPL-1.0 as the migration sources, but the scanner only enforced the MPL-1.0 half of that pair. The 2026-05-28 standards sweep (standards#249) migrated 25 reusable workflow files from PMPL-1.0-or-later to MPL-2.0. Adding the PMPL variants here closes the detection gap so future drift is caught at scan time rather than discovered by Agent F-style follow-up review. Tests: two new wrong_licenses cases in test/lang_policy_refresh_test.exs (15/15 pass via standalone elixir). Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
