Describe the bug

$light_blue = rgb(0daaaa)

For picture in picture border_size should always be 10 even if it's pinned. Here it's updated when unfocused/focused. It's specifically border_size because rounding 0 is not updated.

Reproduction steps

set the rule to a window
open it, hover another window, hover the window
border have appeared
