Dispatcher for changing the Workspace ID

The Problem / Use Case
Currently, there isn't a straightforward way to reorder workspaces. We need a core dispatcher that can "move" a workspace to a new ID.

Proposed Solution
Implement a dispatcher that targets a workspace and changes its ID.

Suggested implementation:

hl.dsp.workspace.moveid({ workspace?, follow?, id })

Handling Occupied IDs
If the target id is already occupied by another workspace, the dispatcher should seamlessly swap the IDs of the two workspaces.

P.S. All of the similar discussions were either old or wanted the implementation of the derivative functional rather than the core dispatcher
