fix: security & stability hardening (v1.2.11)

- connectingTiktok: add 30s safety timeout to prevent stuck flag
- /api/channels/add: rate limit 10 req/10s to prevent spam
- OAuth BrowserWindow: add sandbox:true
- OBS WS: log parse errors instead of silent swallow
- TikTok error broadcast: truncate to 200 chars
- server.js: rethrow load errors in dev mode
- Twitch token: add TODO + warn log for missing persistence
