mostly resolves a recently-discovered issue resolving certain wildcard-pattern export keys

• increment ci/test node version and remove c8,
• migrate to @eslint/markdown
• increment devDependencies and github actions
• use faster startsWith and endsWith rather than regexp match start end
• resolve wildcard replacement issue thanks @AdaptivChris
