softprops/action-gh-release and ilammy/msvc-dev-cmd were referenced by mutable tags; a hijacked tag would run attacker code with contents:write during a release. First-party actions/* stay on major tags. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
