Sovereignty as highest relative jurisdiction over the Identity Stem. Addresses the Critical Gap on representation of ownership.

Ownership is not absolute possession. It is the relative, gradual, multi-layered distribution of degrees of freedom (Access + Jurisdiction) with respect to a thing. Sovereignty is the highest relative jurisdiction over the Identity Stem. The only durable claim is over the Stem itself (State Differential + Vision Gradient); everything else is better described as Access Agreements.
