Adds checks/geometry-vertices.

Seven fixtures with committed expectations, compared as rings within 0.005 m over
234 surfaces. The oracle is EnergyPlus's own Output:Surfaces:List vertex report
read from eplusout.eio, so both languages are measured against the engine rather
than against each other.

The check has its own entry point, runners/geometry_check.py and
runners/geometry-check.mjs, as checks/weather-monthly does. runners/run.py does
not pick it up, so a library adopting this level must add a step that invokes it.

The 69 cases and the accepted-divergence register are unchanged from
conformance-2026.14.
