Fixes

• sdk-bridge: thread device through every SDK read/mutation. In a multi-device session the SDK bridge always evaluated against the first connected app, so get_logs / get_network_requests could silently return another device's buffer.
• logs/network: an empty SDK buffer is no longer treated as a final answer — the tools now fall through to the CDP buffer instead of reporting "nothing captured". A targeted clear_logs(device) also clears that device's in-app SDK buffer.
• dev-server: guard on the watcher, not the port.

• Emit tools.json so consumers can read the tool surface.
