Make the rules on how the part fields get sorted

When exporting string into the lang file, the fields in the group are sorted by the tag name. However, when a part has custom localizable fields, then the sorting may look confusing. Proposed solution is:

• Always place the standard fields at the top of the block.
• Optionally, allow configuring how exactly the standard fields get sorted relative to each other. See related request on the forum.
