v0.13.2 - Flags in nova.toml

This release adds supports for specifying command line flags for nova serve in nova.toml, allowing them to always be active.
An example of this:

# nova.toml
[flags]
    reload = true
    open = true

This will result in the same as if you can nova serve --reload --open everytime you wanted to launch your app in dev mode.
