Fixes the release-qualification migration rehearsal after the documentation layout reorganization.\n\nHistorical manifests retain their original guide references; the loader resolves missing legacy docs paths through the validated docs/layout.json mapping. A regression test now loads the repository manifest itself.\n\nValidation: all tools/test_*.py modules, tools/check_docs.py, tools/check_promotion_2_0.py, and the full tools/check_migration_rehearsal.py gate with FPC 3.2.2.
