Two things a consuming agent reported on 0.13.0 (DOC-0007). changelog verify and memory verify read an index nobody had diagnosed and answered 0 errors on any tree, a deleted release fragment included — they now diagnose, name what doctor names, and exit 1 on an error, with --json as well. And @types/node leaves dependencies: pinned there, it went into every consumer's tree and re-keyed 79 lockfile entries in one of them. It is now an optional, unpinned peer, which a TypeScript consumer type-checking the declarations with skipLibCheck: false installs itself.
