Monitoring State Persistence:

Introduced a new configuration key monitoring_active to record whether monitoring was active before the application was closed.
On startup, if monitoring_active is True and valid settings exist (webhook URL and watch directory), the application automatically resumes monitoring.
Dynamic Upload Delay Update:

Added an update_delay(new_delay) method in the MonitoringThread class to allow the upload delay to be updated on the fly.
The new delay setting takes effect immediately after adjusting the settings, without requiring a restart of the monitoring process.
Fixed
Instant Effect of Delay Changes:
Resolved an issue where changes to the upload delay in the settings required a restart to apply. Now, adjustments are applied instantly if monitoring is active.
