Update CLI, terminating, commands

• Частично добавлено declare(strict_types = 1);
• Частично добавлены возвратные типы методов классов
• Исправлены ошибки в Framework\Application
• В Http\Kernel добавлен метод whenRequestLongerThan()
• В Http\Kernel реализован метод terminate() который:
  • Генерирует событие Terminating
  • Вызывает метод terminate() у middleware
  • Вызывает обработчики заданные через app->terminating()
  • Запускает обработчики из whenRequestLongerThan(), если запрос выполнялся более чем было указано
• В Console\Kernel добавлен метод whenCommandLongerThan()
• В Console\Kernel реализован метод terminate() который:
  • Генерирует событие Terminating
  • Вызывает обработчики заданные через app->terminating()
  • Запускает обработчики из whenCommandLongerThan(), если команда выполнялась более чем было указано
• В Console\Kernel метод addCommand был перименован в command()
• В Console\Kernel добавлены методы call(), callSilent(), getConsole(), setConsole(), getApplication(), setApplication()
• Изменен порядок добавление комманд в консольное приложение, теперь комманды добавляются только при инициализации Console\Application
• Для команд добавлено свойство signature, позволяющие в легкой форме добавлять аргументы и параметры
• Добавлен фасад Console
• Исправлены ранее созданных комманд, для коректной работы с новыми правками
• Скорректирована работа комманды help, list
• Добавлены новые события: ConsoleStarting, CommandStart, CommandFinish
• Добавлены классы, позволяющие указаывать вводные данные из строки и массива, а не только через argv.
• Добавлен классы вывода BufferedOutput, NullOutput. Общие исправления кода.
