[Feature] Disable Live Photo playback on all clients

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Add a server or user setting to display Live Photos, reducing live photos to still images only. Optionally allow playback but muted by default. This is useful for shared libraries where you only want to share the photo, not short videos and not with audio. Disable possibility could be either global or pr. album, or both.

+1 for this. Two additions from a privacy angle:

1. Per shared-link scope (in addition to global / per-album): let me decide per individual shared link whether Live Photos are shown as still images. Different links to the same assets could then each have their own setting, without altering the original files.

2. Configurable from the mobile app, not just the server/web side. Shared links are often created straight from the mobile app, so the toggle should be available there too. (Suggest ticking the Mobile platform box as well.)
