[Feature] Option to display Live Photos as still images in shared links

The feature

Summary

When creating or editing a shared link, add an option to display Live Photos
(and Motion Photos) as still images only — i.e. suppress playback of the embedded
motion clip for anyone viewing the link. This option should be available both on
the web and in the mobile app when creating a shared link.

Problem / Motivation

Live Photos capture ~1.5s of video and audio before and after the still frame.
When sharing a link publicly or with people outside my household, that extra
motion (and audio) can reveal things I did not intend to share — people in the
background, spoken words, the surroundings before/after the shot. From a privacy
standpoint I often want to share only the frozen still frame, not the motion.

Today a shared link always exposes the full Live Photo, so my only workaround is
to strip the motion component from the original asset, which also affects my own
library.

Proposed solution

Add a per-link toggle in the "Create/Edit shared link" dialog on both web and
mobile, e.g.:

• Show Live Photos as still images

When enabled:

• The viewer of the shared link sees only the still frame.
• The motion/video component is not played back and, ideally, is not downloadable
  via that link.
• The setting is stored on the shared link, so different links to the same
  album/assets can each have their own choice.
• The toggle is available wherever a shared link can be created — both the web
  interface and the mobile app.

Alternatives considered

• Manually removing the motion part from the original — undesirable because it
  alters my own copy.
• A global server setting — too coarse; I want it per shared link.
