Photos owned by other users in shared albums do not show Face recognition

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

I (user A) am owner of an album, I shared with another user (user B) so he can upload photos as well.
When I (user A) open the photos, I do not see any faces detected or recognized, however user B can see all the faces in his photos.

If we both take pictures of each other or other common people, our face ID should be the same, and thus we should be able to identify those people?

1. Create an album
2. Share with another user B as Editor
3. User B uploads photos
4. User A cannot see list of Persons in the User B picture.
5. User B can see the list of Persons in the User B picture.
