How does this PR handle assets in external libraries that go offline, into the trash, and then restored? This should not trigger a workflow. |

IMHO this would not trigger a workflow as returning assets (off- and online) again are handled in updateAll and not in the createAll codepath. |

should we test this in the dev deployment before merging? |

To be on the safe side I just tested it: added a new image, ran external library scan, image was added and added to an album defined in a workflow. Removed the image from the album. Removed the image from disk, scanned the library again (log: Checked existing asset(s): 1 offlined). Image gone from the timeline. Added the same image again, scanned again (log: Checked existing asset(s): 0 offlined, 1 onlined). Image visible in the timeline, but not added to the album again. To me this seems fine and confirms above mentioned codepaths. |

Description
Currently the new workflow system only triggers for new file uploads but not for new files in external libraries. As per my understanding and discussion on discord. AssetCreate should trigger for both. This PR fixes it.

As the workflow system is new for me, have it explained to me. The dev environment did not work for me in the first place. Had an LLM help to fix mise stuff.
