Tracer 0.1.0

First release of Tracer, which takes the place of crashdetect and of the Profiler component.

• Run time errors with the file, the line and its source, what went wrong, such as the index and the array it went past, and a backtrace with the arguments of every call, also through CallLocalFunction.
• Repeated errors printed once, then summed up every error_repeat seconds.
• Long calls with the time of their natives and Pawn code, the slowest native call and where the call was when it passed the limit.
• Stuck calls found by a watchdog thread, and crashes with the Pawn and native backtraces.
• Profiling with an HTML report, and tracing of publics, natives and functions.
• Settings in config.json, applied while the server runs.
• The natives and the callback of crashdetect under the same names, in tracer.inc.

Place components/Tracer.dll and qawno/include/tracer.inc from the zip in the server, and remove crashdetect from pawn.legacy_plugins.
