awex/delta/delta_p2p.py: pure, CPU-testable packing for the colocate P2P delta transport, following vLLM PR #40096's control/data split: - build_send_patches: one OpDeltaPayload per op (in order), zero-nnz ops kept as empty slots so both peers iterate the same op sequence (the inclusionAI#1 deadlock hazard — dropping a zero-nnz op on one side desyncs the recursive-partition schedule and hangs). - nnz_vector: per-op nnz int32 vector (control plane, fixed size from plan). - allocate_recv_buffers: receiver pre-sizes (idx,val) from exchanged nnz. - scatter_recv_into: apply per-op patches into the live inference view via apply_sparse_patch_ (handles non-contiguous inf_slices). NCCL wiring lives in nccl_stream_batch (no distributed ctx on CPU); tested here is the round-trip build->transmit->allocate->scatter == dense copy. tests: +4 (2-op roundtrip==dense, zero-nnz slot kept, all-zero version, missing-param slot). 63 passed.
