fix(release): resolve actionable build warnings

Summary

• replace the Node.js 20 Microsoft compiler setup action with its maintained Node.js 24 fork, pinned to an immutable commit
• enforce the pinned Windows build action in the native release contract test
• add standard Debian override metadata so repository generation does not warn about a missing package override

Verification

• pnpm typecheck
• pnpm lint
• pnpm test
• pnpm typedoc
• pnpm test:native-release-assets
• git diff --check

The remaining build warnings were investigated but are not changed here because they originate upstream or require higher-risk packaging changes.
