Repairs damaged text encoding in interface labels, status messages and documentation. Arrows, symbols and punctuation now use valid UTF-8 text. Setup instructions reference this release.

Download Footprint-v1.3.1-setup.exe for automatic Windows setup with the bundled .NET runtime, or use the portable ZIP.

Verification: application regression and packaged UI checks passed. The setup installer passed first install, reinstall, installed application launch, uninstall and user-file preservation checks on a hosted Windows runner.
