Minor Changes

• 392201c: Add the menu system to @lion/ui: <lion-menu>, <lion-item> and <lion-menuitem>, built on the
  shared InteractiveListMixin, plus the MultiLevelListMixin and MoreButtonMenuMixin building
  blocks. Menus, listboxes, toolbars and trees now share one keyboard-navigable interactive-list
  implementation (roving tabindex, activedescendant, type-ahead, wrap-around, multi-level lists and
  the "more" button pattern).

  Consumers get LionMenu, LionItem and LionMenuitem from @lion/ui/exports/menu.js, the
  lion-menu/lion-item/lion-menuitem element definitions, and runInteractiveListMixinSuite,
  runMultiLevelListMixinSuite and runLionMenuInteractionsSuite for their own test suites.

  Overlays gained the pieces the menu builds on:

  • OverlayConfig accepts placementMode: 'custom', syncChildrenCloseState,
    elementToFocusOnShow, isActivated and requireConnectedNodes; the unused internal
    _noDialogEl flag is gone.
  • withClickInteraction and withHoverInteraction are exported from
    @lion/ui/exports/overlays.js (they were internal visibility-trigger partials).

  The interactive-list api speaks the focusgroup
  vocabulary, so implementations that follow the platform proposal recognise the names: axis
  ('block' default / 'inline') replaces orientation (vertical/horizontal),
  wrap replaces rotateKeyboardNavigation and multiple replaces multipleChoice.
  hasNoDefaultSelected (the initial selectedness the platform calls "default selected", and the same
  property ListboxMixin exposes) replaces noPreselect; selectionFollowsFocus stays, it is the
  ARIA APG term for exactly that behaviour.

• 23610da: OverlayController: fix TypeError (appendChild argument is not a Node) when a contentWrapperNode that is not connected yet (e.g. in a host that is not attached to the document) wraps a projected slot and the controller is re-initialized via updateConfig. The relocated slot is now captured before the DOM is mutated and restored at its original position on cleanup.
• 163e149: Update phone-number validation metadata to libphonenumber v9.0.41, including French Guiana premium-rate numbers, using a temporary bundled awesome-phonenumber build until an upstream release includes the metadata.
• 0996264: [combobox] sync the checked option label to the textbox on overlay close while the input is focused (autocomplete list/none)
• 6611298: Prevent closed select-rich options from scrolling the page during element upgrade or type-ahead selection.
