This PR adds a new message type
EpochNonceMessagewhich includes active nonce for certain epoch and is published at the first block of certain epoch.Related Issue(s)
This PR is to fix incorrect nonce handling for
block-vrf-validatorwhich relies onEpochActivityMessage(this contains nonce for epoch N but is published at the first block of epoch N + 1)How was this tested?
Manually run till epoch 211.
