Fix unintended loading of the Claude Code SessionStart hook by Codex default hook discovery. The Codex manifest now explicitly declares an empty hook configuration; Claude Code retains its existing hook. Verified against the installed GitHub plugin: zero pack hooks in Codex, all 48 skills discovered, seven tests and CI passed. Update the marketplace and reinstall the plugin, then restart Codex.
