Intel official release 4.13.78
The following changes were made in this release:
- fix system crash when enabling ETF offload on an interface that is already up
- fix VLAN devices on a VF losing Tx traffic after port VLAN is set and then cleared
- fix use-after-free during GNSS teardown
- fix "ethtool -x" failing with "Cannot get RX ring count" on kernel 7.0 and newer
- minor bugfixes and improvements
