## Summary
This PR adds CRI (Crescent Island)/Xe3p support and enhancements

## Changes
- CRI hardware support and optimizations
- Flash Attention improvements for FP8, MXFPs, and cached KV
- Block-scaled GEMM implementations (E2M1, E4M3, E5M2)
- Grouped GEMM and quantization APIs
- Performance benchmarks for CRI/BMG/PVC platforms
- New examples and documentation

## Testing
- Added comprehensive test suites for CRI platform
- Benchmark configurations for various workloads
- Unit tests for new features
