Update the internetnl branch to version 1.17.1 (current version) + some Python fixes for version and install path detection.
Creating this as a draft PR because it should be first tested with the internet.nl code before merging; that is the review part.
Both the Python module (used in internet.nl) and the Unbound with the internetnl module enabled (connection test) should be tested.
