Generates a plugin package's contract test scaffolding from facts measured by
executing the plugin, and audits an existing phpunit config for the settings
the harness depends on. Strictly additive: no existing file is overwritten,
and the harness itself is unchanged, so ^2.1 consumers are unaffected.
