B-14 defined absolute as 'starts with /', so on Windows every plugin's
template directory lost its drive letter and resolved to a bare fragment --
a false accusation that all 66 packages ship no queue templates. Contract\Path
now owns the lexical path logic, and the windows-latest CI leg is green for
the first time since the harness merge.
