Add enable_scd_global_lock option at all level:
Tested with usual AWS-tanka & GKE-helm deployments and
aux/v1/configuration/scd_lock_modeendpoint. Default to false without settings, and enable_scd_global_lock = true` is taken into account.Fix #1419
