clio-relay 1.3.28

This patch fixes the live JARVIS-to-browser handoff discovered during the standalone Ares ParaView demo.

  • Desktop-local browser capabilities now re-verify remote JARVIS runtime receipts through the exact authenticated owner-session generation instead of looking for those jobs in the desktop queue.
  • Active gateways now protect their explicit source relay jobs and artifacts from terminal retention until the gateway closes.
  • The package, runbook, and machine-readable release policy are advanced together to 1.3.28.

Focused owner-session, browser-capability, gateway-retention, release-policy, Ruff, and Pyright checks passed locally. Released-wheel Ares validation follows this publication and is not pre-claimed here.
