Production contract refresh

  • Pins the exact clio-kit 2.5.17 wheel for JARVIS, Spack, and scientific-catalog federation while retaining JARVIS-CD 1.3.18.
  • Aligns regression fixtures with deterministic execution-ID admission and handle-first JARVIS completion.
  • Verifies two-phase crash cleanup before stale-job recovery, preserving the production cleanup ordering.
  • Updates the 1.0 acceptance policy and canonical report-matrix digest for the released component stack.

Validation

Nineteen focused release, MCP, execution, progress, cleanup, and catalog tests passed locally. Ruff and distribution metadata checks passed. The full tag regression and exact-asset PyPI publication run asynchronously under the release-first patch policy.
