Bootstrap payload fix

clio-relay 1.4.15 fixes the next upgrade-path failure found by running the exact released 1.4.14 wheel on Ares.

  • Ships the candidate reconciliation module with its required bounded-process and process-containment modules instead of relying on an incomplete one-file overlay.
  • Preserves access to the already installed provider package for unchanged reconciliation dependencies while pinning and verifying every overlaid candidate source.
  • Adds a focused extraction/import regression that executes the rendered bootstrap payload rather than checking source text alone.
  • Does not submit, time out, or cancel scheduler work; the live failure occurred before JARVIS or SLURM activity.

The 1.4.14 lock-permission upgrade remains intact. Runtime dependency pins remain JARVIS-CD 1.4.8 and clio-kit 2.5.23.
