This patch restores cluster bootstrap and JARVIS MCP discovery on retained installations.

Bootstrap now preserves the canonical wheel filename when downloading a digest-pinned PyPI artifact, so uv accepts the fd-bound candidate. Relay also registers its JARVIS adapter repository under the actual clio_relay namespace and migrates only the proven legacy relay path while preserving operator repositories.

Live candidate validation on Ares successfully migrated the repository, restarted all three workers with zero scheduler submissions or cancellations, and completed JARVIS MCP discovery as job job_3864fb0e8ad8412393a73746ae07223c.
