This patch binds generic remote clio-kit MCP servers to the active relay generation instead of an older ambient user installation.

Managed endpoint services now prefer ~/.local/share/clio-relay/current/bin before user-local fallbacks, while explicit absolute operator commands remain untouched. Fresh cluster bootstrap also publishes the verified clio-kit launcher into the content-addressed generation, matching the existing upgrade path.

Live Ares validation reproduced the prior mixed 2.5.23/2.5.22 identity, installed this fix through the supported service path, and then proved scientific-catalog resolved the active clio-kit 2.5.23 wheel in discovery job job_684a895f212c4eafa53859d948d5770c. The complete production release-identity preflight passed afterward. No scheduler jobs were submitted or canceled.
